1. Tiered Community Grant Structure

The community grant framework managed by UMCares is divided into three major functional tiers. This ensures structured execution, specialized monitoring, and highly tailored community empowerment:

Level 1

Tier 1: Flagship

Large-scale, high-allocation sustainable projects designed to establish lasting socio-economic and environmental transformation.

Level 2

Tier 2: CAKnA

Action research initiatives focusing on resolving highly localized social issues, skill building, and regional challenges.

Level 3

Tier 3: IKOM

Rapid-turnaround, direct knowledge-transfer workshops, community guidance sessions, and skill clinics.

2. Project Management Milestones (Interactive Roadmap)

Standard Protocol:

Sign and return the official Letter of Acceptance (Setuju Terima) directly to UMCares within the timeframe specified in your offer notification letter. If you fail to submit by the established deadline, funding allocations may be frozen or reallocated. Co-researchers must be formally registered during this phase.

Standard Protocol:

Access the RGMS system under the E-Finance module on UMPortal. Navigate to "Project Permission" and add the official usernames of your co-researchers (exclude the "@um.edu.my" suffix). This allows authorized team members to register travel requests, draft virements, and file mileage claims.

Standard Protocol:

Submit activity approval requests within the RGMS portal at least two (2) weeks before scheduled fieldwork. You must receive full approval from the UMCares Secretariat and the Director prior to departing. This is a mandatory prerequisite to charge costs to the Travel Vot (B21) or to claim travel advances.

Standard Protocol:

Project progress reports and final evaluations must be submitted via the designated UMCares reporting template before deadlines. Project extension requests must be formally submitted through the Extension Form at least 30 days before the project's official end date. Delayed reports automatically block active PI accounts.

3. MyRA Star Evaluation Guidelines

Every community project must undergo evaluation by an independent assessment panel. Projects must secure a minimum rating of three stars, verifying a measurable change in community knowledge and habits:
